ADMINISTRATION
Town office hours are 8AM to 4:00PM Monday through Friday. The Town office processes property taxes; sewer fees, vehicle registrations, recreational vehicle registrations, voting registrations, dog licensing, marriage licenses, death certificates, building permits, code enforcement issues, and general town business. The Madawaska Water District is a separate entity.

PLANNING BOARD
Working in conjunction with the Code Enforcement Officer and in close cooperation with the Zoning Board of Appeals, the Planning Board consists of five members and two associate members, all appointed by the Town Council. Their role has been valuable in advising and assisting Town Officials with planning strategies and recommendations. The Planning Board is responsible for overseeing the preparation of comprehensive plans, the enactment of site division and subdivision ordinances and for the review of site design and subdivision applications.
ZONING
A portion of the Town’s property, consisting of all land within 250 feet horizontal distance of all water bodies (primarily Long Lake and Germain Lake) and water courses (primarily St. John River, Little River, Paulette Brook, Thibodeau Brook) are governed by the Town’s Shoreland Zoning Ordinance.
The Town implemented Town-wide zoning in 1976 and is currently upgrading a new zoning ordinance. The Town-wide zoning ordinances divide the Town into Residential I, Residential II, Residential III, Rural Farm I, Rural Farm 2, Historical, Commercial, Industrial classifications. There are overlay districts: Wellhead Protection, Sand and Gravel Aquifers, and Phosphorus Stabilization Districts.
A five-member Zoning Board of Appeals, appointed by Town Officials, along with two associate members, hears appeals from persons aggrieved by any decision of the Code Enforcement Officer or by the Planning Board. Copies of all ordinances are available for inspection at the Town Office or may be purchased for a nominal charge.PERMITS
Land Use Permits are needed for New Construction, Extensions, Renovations, etc. Also, Internal Plumbing & Subsurface Wastewater Disposal permits are available.
Information is available for electrical service, public and driveway access, Maine Department of Environmental Protection (MDEP), and Floodplain projects.

Community/Economic Development
The Madawaska Office of Community and Economic Development works with various local, regional and state financial programs to ensure that the capitol needs of businesses are met.
Public and Private Partnerships exceeded 17 million dollars within the past fifteen years. These financial enhancements have provided new subdivisions for single-family and multi-family housing, manufacturing development, two new industrial parks with one having federal foreign trade-zone status, downtown improvements, infrastructure grants, free technical assistance for new or expanding small businesses, and a community marketing improvement fund.
Madawaska continues to link investments with its sister city of Edmunston, New Brunswick by providing international events in leisure, tourism and recreation for families and an aging population.
The increase in governmental and private investments is a consequence of economic development. It is important that you contact the Office of Community and Economic Development concerning your interest in further growth possibilities for the Town of Madawaska and your business.

Public Works
The Public Works Department has a charge of approximately 135 miles of urban streets and rural roads with both summer maintenance duties and winter snow and ice control. This is taken care of from two locations: a main facility on East Main Street and a small satellite facility on Lavertu Road. The Department also assists in maintaining the town’s sewer lines. It has an eleven-person staff that includes Yves Lizotte, Highway Foreman; Roger Dionne, Garage Foreman; and Leo R. Sirois, Office Clerk. They can be contacted at 728-3607.
Madawaska Water District
The Madawaska Water District is a quasi-municipal district serving approximately 3500 people. The District is governed by a board of three elected trustees. Currently the District’s source of water is the St. John River. The water is treated at a filter plant before being pumped out to customers. A new bedrock well will be connected to the system by late 2002. At that point the District will use the well as the primary source of water and will use the St. John River as a back-up supply.
The District personnel maintains approximately 19 miles of water lines and 113 fire hydrants as well as other related maintenance.
